This document provides guidance for using Comprehensive Participatory Planning & Evaluation (CPPE) to assess for, plan and implement programs. The assessment of the problem(s) is organized around the construction of a causal model. During this process, the individuals engaged in the planning of activities participate in the identification of the perceived problem(s). This activity helps to identify questions that need to be answered by the assessment team. Individuals and organizations can use CPPE to plan and evaluate interventions in a flexible, comprehensive and participatory way.

The manual seeks to combine qualitative and quantitative research methods to investigate rural livelihoods, and to establish the social and institutional context within which livelihood strategies unfold. It is hoped that this manual may prove useful to others undertaking similar work, since a lot of reinventing of the wheel tends to happen in devising fieldwork of this sort. Portions of the manual deal with the organization of the research, including selection of villages and households; secondary data, key informants and group methods of enquiry, and especially with eliciting the contextual character of rural livelihoods: and sample survey forms that were administered to households.
